Ottawa! Oh God, no! The winter's are bad enough here, without having to cope with importing a whole new lot of foreigners who don't know how to drive in snow.
I've got a better idea: give it to Quebec City. It's even colder than Ottawa on average, and it would be a good consolation prize for never having succeeded in doing what dinky little countries like Slovakia and Montenegro were able to do, i.e., become independent.
Sounds like a good place for it to me, although Tehran or Pyongyang would be even better suited.
