It's oppressive for a really rich guy to come to town and pay people to do work. This woman is a walking rebuke to what they teach in college economics classes these days.
What she & her constituents want is for the rich living somewhere else to fork over whatever is needed for the locals to live the good life. They have earned the privilege because they exist, not because they have done a thing to deserve it.

She is happy that more of her constituents will be dependent on the government. That plays right into her long term goal of total dependency.
