Bernie doesn't understand human nature (well, that should be self-evident, since he thinks Socialism would work,) because the rich always find ways to reduce their tax liability (Tax loopholes, Charitable donations, Tax havens such as The Bahamas, The Cayman Islands, etc.), or they simply move elsewhere. The so-called "rich" that he's talking about are usually the biggest charitable givers. They are often the biggest employers as well.
