What's wrong with this sentence?

He told lawmakers that he was deeply troubled by what he interpreted as an attempt by the president to subvert U.S. foreign policy and an improper attempt to coerce a foreign government into investigating a U.S. citizen.

Waal, the question is whether the significance was lost on Col. Vindman, the leaking member of Congress, or the mediatool who wrote and edited the sentence in question. Or, perhaps, all three.

First: The president sets foreign policy. Second, there's nothing wrong with asking a foreign government if it has information about corruption on the part of US officials. Third, and perhaps this should be first, "he interpreted." Is he a mind reader? This isn't evidence of any kind.
